The Program to Advance Leadership in the Health Sciences (PALHS) focuses on mentorship, executive coaching, skill-building workshops and more. During a one-year residency at the University of Michigan, participating fellows develop leadership skills and a community of practice that will lead to local programming to benefit healthcare systems and patients throughout China and beyond.

Overview

In 2022, Michigan Medicine, in collaboration with Peking University Health Science Center (PKUHSC), garnered funding from the China Medical Board (CMB) to launch the Program to Advance Leadership in the Health Sciences (PALHS).

Upon completion of the program, the fellows will gain:

  • A better understanding of their own leadership style, and knowledge to identify a leadership style best aligned with their unique context
  • Practical tools, techniques, and strategies to improve their leadership impact and lead others effectively
  • Agility to adapt to the changing leadership landscape confidently and skills and capabilities of a future leader
  • Access to a network of like-minded professionals, enabling the translation of knowledge, skills, and activities learned at UM into local programming
  • Ability to translate learnings into personal action upon returning to PKUHSC
Eligibility

Participating Scholars are selected from Peking University Health Science Center. Scholars are selected because of their:

  • strong educational background
  • exceptional academic/professional record, as well as English language proficiency to fulfill the program requirements at UMMS
  • potential for leadership in the health sciences
  • demonstrated motivation and strong interest in the pursuing leadership in the health sciences, and/or
  • past experience in a leadership role in a healthcare setting
Structure

The CMB Fellows selected for the program spend one year at Michigan Medicine that combines leadership training and a month-long clinical immersion. Participating scholars attend various leadership skills training workshops organized by the UMMS Faculty Development office. In addition, they are paired with an executive coach for 1-on-1 coaching, as well as UMMS mentors aligned with the scholars' relevant clinical and/or research interests. They also participate alongside UMMS faculty in institutional career development and skills training workshops. The weekly sessions led by UMMS experts across a variety of content areas, include:

  • Hospital management and leadership development
  • US healthcare finance and insurance
  • Michigan Medicine research
  • Effective manuscript preparation
  • Grant applications
  • Medical education overview
  • Competency-based medical education curriculum
  • Medical education evaluation and assessment

Finally, scholars conduct three presentations throughout their year-long training, culminating in a final presentation reflecting learning (i.e., a leader's role in change management) that can be shared back to PKUHSC.

mohetaboer-momin profile

Mohetaboer Momin, MD (2024-25)
Attending Physician
Peking University First Hospital Cardiovascular Department

Dr. Momin received her MD degree from Fudan University and completed her residency training in internal medicine and cardiology fellowship training at Peking University. She now serves as an attending physician in the Cardiovascular Department of Peking University First Hospital. Dr. Momin specializes in intervention therapy for coronary heart disease and has extensive experience in performing surgeries on complex cases.

Dr. Momin has been actively involved in various research projects focusing on atherosclerosis, metabolic disorder, and homocysteine, including a project funded by the National Natural Science Foundation, “Molecular mechanism of endothelial cell injury induced by hyperhomocysteinemia mediated by anti-β2 glycoprotein I antibody,” as well as a project “Metabolomics Study of Coronary Vulnerable Plaques Based on Intravascular Imaging.”


Jinmin Liao profile

Jinmin Liao, MD (2024-25)
Attending physician, Psychiatry
Peking University Sixth Hospital

Dr. Liao attended Peking University and graduated in 2015 with a doctoral degree in Psychiatry before joining the Peking University Sixth Hospital, a National Clinical Research Center for Psychiatric and Mental Disorders. Currently, she works in a psychiatric ward, and leads a group of ten colleges, including psychiatrists and psychotherapist.

Her research focuses on exploring the mechanism of mental disorders and promoting treatment efficacy, particularly the early prevention and treatment of obsessive-compulsive disorder (OCD). Dr. Liao has published more than 20 research papers and is the principal investigator (PI) of three projects. She is also the PI secretary of the undergraduate clinical teaching reform project of Peking University Health Science Center.


Yinyin Qu profile

Yinyin Qu, MD (2024-25)
Associate Chief Physician
Department of Anesthesiology
Peking University Third Hospital

Dr. Qu obtained her MD degree from Peking University Health Science Center and completed residency training at Peking University Third Hospital. Her clinical interests primarily revolve around perioperative crisis management. Her research focuses on the relationship between anesthesia and brain function in the elderly population. She has taken on the role of teaching secretary within her department, and she oversees the undergraduate student rotation and is actively leading two projects aimed at enhancing the quality of medical education for these students.

Her work has garnered recognition including a grant from National Natural Science Foundation of China and the Award of Excellent young physician of Peking University in 2022. She currently holds the position of Secretary within the Youth Members Committee of the Anesthesiology Branch in Beijing Medical Association.

Lian Chen profile

Lian Chen, MD (2023-24)
Associate Chief Physician, Department of Obstetrics and Gynecology
Peking University Third Hospital

Dr. Chen earned her MD from PKUHSC in 2012 and subsequently joined Peking University Third Hospital,  where she is now an Associate Chief Physician of Obstetrics and Gynecology, as well as the deputy director of Obstetrics. She is an experienced obstetrician with 12 years’ clinical experience in management of high-risk pregnancy. Chen brings 12 years of clinical experience with high-risk pregnancy, consulting on cases, performing obstetrical operations, and managing delivery complications. Her research focuses on postpartum hemorrhage and placenta accreta disorders, and she also has led several quality improvement projects. In 2021, she was selected as one of the first Outstanding Young Doctors of Peking University and Beijing Nova in Science and Technology.


Rongxin Xiao profile

Rongxin Xiao, MD (2023-24)
Attending Surgeon, Department of Thoracic Surgery
Peking University People’s Hospital

Dr. Xiao received her MD from Peking University in 2022. She is an attending thoracic surgeon and researcher in the Department of Thoracic Surgery at Peking University People’s Hospital. Her specialties are video-assisted thoracic surgery and management of pulmonary nodules. Her research focuses on the genomic evolution and immunoediting process of lung adenocarcinoma manifesting as subsolid nodule.


He Huang profile

He Huang, MD (2023-24)
Attending Doctor, Obstetrics and Gynecology
Peking University First Hospital

Dr. He Huang earned her MD from Peking Union Medical College, Chinese Academy of Medical Sciences in 2017. Since then, she has been serving as a resident, chief resident and attending physician of Obstetrics and Gynecology at Peking University First Hospital, engaged in clinical and research work as well as teaching interns and residents. She now practices in the field of reproductive endocrinology and pediatric & adolescent gynecology and has dedicated herself to the work of protecting women’s reproductive health. She also holds committee membership in several academic societies, such as International Federation of Pediatric and Adolescent Gynecology (FIGIJ).

Lei Chen

Lei Chen, MD (2025-26)
Associate Physician and Professor, Department of Ultrasound
Peking University First Hospital

Dr. Lei Chen received her doctoral degree in Medical Imaging and Nuclear Medicine from Peking University Health Science Center and finished her postdoctoral training in Harvard Medical School from 2018 to 2019. She now serves as an associate physician, associate professor and master’s supervisor in the Department of Ultrasound of Peking University First Hospital. Dr. Chen is mainly engaged in ultrasound diagnosis and ultrasound-guided intervention of abdominal and small organ diseases, with research focused on the application of novel ultrasound technology in the diagnosis and treatment of thyroid diseases. She has published more than 30 academic papers and has led and participated in more than 10 research and educational funds, including a National Key Research and Development Program.


Yan Yan

Yan Yan, MD (2025-26)
Associate Professor and Chief Physician, Endoscopy Center
Peking University Cancer Hospital

Dr. Yan earned her MD in Oncology from PKUHSC in 2011 and is currently an Associate Professor, Chief Physician, and graduate supervisor at Peking University Cancer Hospital. She was selected for the Beijing Hospitals Authority Youth Program in 2021 and received the Outstanding Key Person Funds in 2016. With over a decade of clinical experience, she specializes in early tumor diagnosis and treatment through endoscopy and interventional EUS. Her research focuses on early cancer screening, particularly the role of biomarkers in detecting GI cancers, as well as monitoring treatment efficacy and resistance in cancer therapies. Based on her extensive clinical experience and academic expertise, she holds positions in several national professional associations. She has co-authored a national consensus on gastric cancer diagnosis and treatment.

As an Endoscopy Subspecialty Liaison, she plays an active role in developing national screening protocols and has been organizing annual regional screening training programs since 2020.


Yao Ying

Yao Ying, MD (2025-26)
Associate Chief Physician, Obstetrics and Gynecology
Peking University Third Hospital

Dr. Yao earned her MD degree from Peking University Health Science Center (PKUHSC) in 2011 and completed her residency and fellowship training at Peking University Third Hospital. Her clinical work primarily focuses on gynecology, particularly in the management of pelvic floor dysfunction and gynecological tumors. In her research, she explores innovative surgical techniques and investigates the genetic factors and treatments of benign gynecological tumors. She is also actively involved in several teaching and research projects supported by the China Medical Board and the National Key Research and Development Program of China. 

Within her department, Dr. Yao serves as the teaching secretary and actively participates in clinical education. She is currently working on a few initiatives to improve the quality of medical education, including the development of a simulation-based teaching curriculum, and the establishment of a core competency evaluation system for residents.
